E.g. laws being arbitrarily enforced but you’d never describe the law itself as arbitrary. Your point is well illustrated with the Joseon trend in Korea in the late 1800’s. But that was more societal than individual.
Aren’t society’s norms arbitrary? There are certainly societies where showing tits is normal.
